A.  Irrigation Services

 

There are four major categories of irrigation systems presently operating in the Province.  These are the River Irrigation Systems (RIS), or the run-of-the-river-type systems, the Communal Irrigation Systems (CIS), the Communal/Pump Irrigation Projects (CIPs/PIPs), and the small-scale irrigation projects (SSIPs). Table No. 4-4 shows the distribution of these systems in the Province.

 

There are two major RIS groups: the Lasang - Libuganon - Kipaliku (LALIK) RIS and the Saug - Libuganon Left (SALLE) RIS.  These systems, which are managed by the National Irrigation Administration, have the widest service areas of 25,711.00 hectares with 18,812.15 hectares effectively irrigated in every cropping season.  Of the 11,913 farmers served by these systems, 208 are women farmers.

 

Communal Irrigation Sytems (CIS) are similar with the RIS but each system covers a contiguous area less than 1,000 hectares.  Nine  - (9) CIS's are managed by the Provincial Irrigation Office and operated by Irrigators Associations.  These systems served 1,346.49 hectares tilled by some 969 farmers 51 are women.

 

Communal and Pump Irrigation Projects were previously constructed by the government through the Farms Systems Development Council (FSDC) and turned over to farmer beneficiaries.  These types of irrigation systems are fully managed and operated by Irrigators Service Associations (ISAs) with combined service area of 550 hectares of 167 farmers.  The Provincial Government is assisting the rehabilitation of these systems.

 

The small-scale irrigation projects include seven (7) small water-impounding projects and diversion dams (SWIPs/ DDs), 242 shallow tubewells (STWs), and pump irrigation open surface systems  (PIOSS).  Effectively irrigated area with these systems is around 498 hectares serving 184 farmers.  These are constructed and installed with the assistance of the Department of Agriculture.

 

Table No. 4-4 shows that total area served by these combined systems reached around 29,588.49hectares of which 21,478.65 hectares are effectively irrigated per season under normal condition.  A total of 13,706 farmers have been served by these systems.
