2.4.2 Forest Land Management Program (FLMP)

 

The ForestLand Management Program is a long-term contract reforestation system launched in April 27, 1993 by virtue of Department Administrative Order (DAO) No. 23.  It is implemented as a principal means to accomplish its reforestation objective in collaboration with forest occupants and other residents of the upland communities and consistent with its policy of achieving economic empowerment of the people through measures that are beneficial to the environment.

 

As a program component, tenural security is being provided through the issuance of a Forestland Management Agreement (FLMA) entered by and between the Government and the program beneficiary. The agreement remains in full force and effect for the duration of 25 years, renewable for another 25 years but subject to suspension or cancellation if a Forest Land Manager (FLM) violates any of the conditions in the FLMA.

 

A total of 868.00 hectares within the Province are covered with Forest Land Management Agreement (FLMA) directly benefiting 418 upland dwellers: 286 or 68 % male and 132 or 32 % female as shown in Table No. 2-8.
