VISION

 

The Provincial Health Office has the vision of a “Healthy and Empowered People of Davao del Norte sustained by Quality Health Care for a Productive and Meaningful Life”

 

MISSION

 

It has the mission of “Providing Health Care Services to improve the Quality of Life for all the people of Davao del Norte, especially the poor”.

 

The Provincial Health Office has the following functions to wit:

 

n  Implementation of Health Programs both locally initiated and national health programs;

n  Provision of Technical Assistance to the city/municipality in the implementation of health services;

n  Provision of medical, dental and health outreach services;

n  Health Education and Advocacy.

 

GOALS

 

            The following major goals of the Provincial Health Office, to wit:

 

n  Diseases Prevention, Control and Elimination;

n  Risk Reductions;

n  Regulatory Functions;

n  Health Governance;

n  Hospital Reforms; and

n  Health Care Financing

 

 

HEALTH FACILITIES

 

The Province of Davao del Norte in the delivery of health services has one (1) Tertiary Hospital under the National Government and three (3) District Hospitals managed by the Provincial Government, thirteen (13) Rural Health Units and one hundred twenty-five (125) recorded Barangay Health Stations, twenty-three (23) private hospitals and clinics and six (6) recorded Well-Family Clinics scattered within the province.

 

The three (3) district hospitals such as: Kapalong District Hospital, Samal District Hospital and Carmen District Hospital are the only government hospital catering hospital services in the province, except Davao Regional Hospital which is operated by the National Government. 

 

 

 

 

SPECIAL PROGRAMS AND ACTIVITIES

 

§  Provincial Blood Bank and Laboratory Services

 

Ø    To provide adequate and equitable supply of safe blood and blood products to patient in order to prevent death due to loss of blood.

Ø    To develop greater public awareness through health education

Ø    To establish a network of blood pool through volunteerism and community-based initiative

Ø    To promote in the rational blood utilization.

 

Laboratory and Biological Services

Ø    This program aims to  identify potable sources of water for public consumption and avoid the spread of water borne diseases

 

Preventive Nephrology Program

Ø    To have an early detection of renal diseases & provide treatment; thus obviate the needs of expaensive modalities of dialysis & kidney transplantation.

 

In the Preventive Nephrology Program, a total of 8,077 pupils were examined and 3.129 were found with abnormalities while 1,624 were treated.  The screening and examinations of school children are mostly in Grade I from different schools in the province, except those retrieved pupils that require further follow-up and treatment.  This is a yearly round program but most of the activities will be done during schedule of classes to consider the availability of the children.

 

Recently the Provincial Nephrology Program of the province was a recipient of a Plaque of Recognition from the Center of Health and Development Southern Mindanao in implementing the above-mentioned health program.

 

§  Provincial Nutrition Program

 

The Provincial Nutrition Program of Davao del Norte joins the national vision of having a “healthy, happy and intelligent children in the 21st century”.  The active participation of the local government units through the city and municipal nutrition committee has a strong commitment and dedication to empower citizens to enjoy a better quality of life in a peaceful and sound environment thru economic productivity, food sufficiency and access to basic health and nutrition services.

 

§  Comprehensive Health Outreach Program

 

The Comprehensive Health Outreach Program aims to provide minor surgical intervention and to give free medical check-up and examination to all patients with minor surgical problems.  It also provides free medical services, drugs and medicines.  The surgical activities have take into consideration and give priorities to the far-flung barangays and remote areas.

 

During the year, a total of 45 outreach services were conducted benefiting 2,102 patients.  Detailed presentation is shown in Table No. 5.

 

§  Provincial Surgical Outreach and Networking Program

 

The Provincial Surgical Outreach and Networking Program aims to provide surgical operations and clinical services to patients having major surgical procedures such as thyroidectomies, tubal ligations, Herniorrhapy, cyst excision and hydrocoelectomy.   Patients who cannot afford to shoulder the high cost of surgical operations were given priority.  The outreach activities were in coordination with the Davao Medical Center, in providing Team of Doctors and nurses in assisting the PHO Surgical Team and the activity were held at the three (3) district hospitals.

 

§  Mental Health Program

 

The Provincial Mental Health Program is designed to provide medical examination and consultation to persons who are suffering mental illness and whose mental condition requires medical intervention and treatment.  The Provincial Health Office through the assigned program coordinator prepare the regular monthly outreach activities while the Davao Mental Hospital provide the consulting physician.  The activity is conducted every first Tuesday of the month and thereafter.

 

For the year 2006, a total of 555 mentally ill patients were regularly examined with an average of not less than 70 patients per month.  The physical examinations were given free including the provision of injectables, drugs and medicines for the patients. All the supplies, drugs and medicines were bought by the Provincial Government through the budget of the Provincial Health Office.

 

§  Dental Health Program

 

The Dental Health Program of the Provincial Health Office aims to provide dental health services and treatment to those patients with dental health problems. Dental services, such as tooth rehabilitation, dental hygiene and dental education were given most attention.  Most of the Dental outreach services were mostly conducted in the remote areas and far flung barangays to response the needy constituents.

 

One of the components of the program is the Exclusive Dental Outreach Service wherein all government dentists and dental aides were convened in one place to perform dental outreach services.  A total of seven (7) Exclusive Dental Outreach and 60 Surgical Dental Outreach Activities were conducted benefiting a total of 4,552 dental patients were serve.

 

Last December 15 2006, the Exclusive Dental Outreach of the province was a recipient of an Award as the Most Innovative Dental Team in Davao Region. The Award was given by the Department of Health - Center for Health and Development Southern Mindanao.

 

Under the regular monthly services, five (5) dental outreach were extended to the inmates at the Provincial Jail.

 

§  Early Childhood Care and Development Program

 

It was only in the year 2003 when the Provincial Health Office implemented the Early Childhood Care and Development Program as mandated by the Memorandum Circular of the President designed to promote the rights and protection of the children below six years of age.  Memorandum Circular No. 2002-121 directs all Provincial Governors, City/Municipal Mayors and Punong Barangays to organize themselves to support parents in their roles as caregivers to their children.

 

§  Environmental Health and Sanitation Program

 

The mass toilet bowl production under the “Oplan Tutok Kubeta Outreach Program” has been made the program very accessible to the barangays. Through the Volunteer Sanitary Inspectors, Barangay Officials, Sanitation Inspectors and the Sanitation Environmental Team of the province the program implemented.  During the year, there were only two (2) “Oplan Tutok Kubeta” outreaches were conducted through the PHO Team. While LGU’s initiated their outreach activities through their RHU’s.

 

This is a program utilizing the role of the Volunteer Barangay Sanitary Inspector (VBSI) who assist the Sanitary Inspectors in the implementation of the sanitation program.Table No. 10

 

§  Community Primary Health Care Program

 

This program develops the capability of the Volunteer Barangay Sanitary Inspectors (VBSI) in the environmental health services.  Onsite trainings were conducted and a Program Review was made.

 

§  Operation of the Barangay Health Workers

 

The Barangay Health Workers is one of the groups of the community volunteer health workers in the province.  This program has the noble objective of helping the Barangay Health Workers to make them fully functional and implant upon them spirit of volunteerism and the concept, strategies of a community development, self-reliance and become a productive partners in the delivery of health services.

 

The Provincial Health Office through the designated BHW Coordinator has conducted 18 meeting and conferences for the whole year and conducted the recently concluded BHW Congress at Panabo City. The congress gives the BHW information on the latest updates on their tasks and functions and encourage them on the spirit of volunteerism in performing their task and functions.

 

§  Women’s Health and Development Program

 

The program aims to improve the health status of women and focuses on Women’s Reproductive Age.  It has a long-term goal of reducing female morbidity and maternal mortality.  It promotes safe motherhood.

 

During the year, a total of 303 pap smears and 321 breast examinations were performed.

 

§  Expanded Program on Immunization (EPI)

 

This program aims to protect and caters 0-11 months old children from common childhood illnesses through vaccination. 

 

For the year 2006, supplies of vaccines, syringes and needles were given to all City/Rural Health Units through the Center for Health and Development Southeren Mindanao.  These vaccines are BCG, DPT, Hepa-B, OPV, Measle for infants and Tetanus Toxoid for mothers.  Supplies and vaccines were all coming from the Department of Health in support of the DOH Immunization Program.

 

§  Control of Acute Respiratory Infection (CARI)

 

The program focus on the reduction of morbidity and mortality cases attributed by pneumonia.  Pneumonia is recorded as one of the top leading causes of death among infants and pre-schoolers.  The role of the PHO Program Coordinator in the implementation of this vertical program of the Department of Health is monitoring and reporting of cases.

 

§  Family Planning Program

 

Continued distribution of Family Planning supplies to the four (4) government hospitals and health facilities were undertaken through the Contraceptive  Distribution Logistic Management Information System (CDLMIS).

 

In 2006, the implementation of AO 158 of the DOH were in placed, subject of which, were the reduction of the donated Family Planning Commodities for the Province. The Province of Davao del Norte established Contraceptive Self-Reliance Manual, providing the Policies and Guidelines in handling and augmenting resources to answer the reduction and phase-out of donated commodities by 2008 onwards.

 

As a result, the province through our local budget appropriation started purchasing Family Planning commodities. On the other hand the LGU’s purchases also FP commodities for their requirements.

 

 

DISEASE CONTROL SERVICES

 

§  Provincial Schistosomiasis Control Program

 

The implementation of the Provincial Schistosomiasis Control Program is funded under the budget of the Provincial Government of Davao del Norte.  Its continuing activities are the following:

 

q  Case finding: conducted through stool examination among children in the identified infected areas.  A total of 9,863 stool examinations were made wherein 242 were found positive and were given treatment.  A total of 228 patients were found positive with helminthes and were also given treatment.

 

q  Mass treatment: provided drugs and medicines to patients with schistosomiasis and heterophyse.

 

q  Health Education: conducted through seminars, orientations and information campaign.  It also includes regular monitoring.

 

§  Provincial Tuberculosis Control Program

 

During the year, the following activities were undertaken:

 

q  Regular TB day schedule at the health centers wherein counseling, treatment, card checking, sputum follow-up and drug allocations were provided.

 

q  Radio plugging through government time during TB Day celebration.

 

q  Conducted intensified case finding activities at the Davao Penal Colony.  Mass sputum examinations were made to the inmates.

 

q  Regular Monthly Provincial TB Diagnostic Committee Meeting (PTBDC).

 

q  Conduct DOTS providers training to untrained DOTS implementers.

 

q  Conduct orientation on PUBLIC-PUBLIC MIX DOTS (P2PMD) to cluster DOTS implementers.

 

q  Assists in the process of complying DOTS Certification for TB DOTS benefit package accreditation of the Rural Health Units (RHU’s).

 

q  Conduct Advocacy activities: re: symposia and fora on magnitude of TB communicability in LGUs other GOs and NGOs.

 

q  Implemented External Quality Control System through attendance to trainings, random selection on TB symptomatics slides and agreement rate computation.

 

q  Attendance Annual Philippine Coalition Against TB (Phil-CAT)  Convention.

 

q  Conduct quarterly meeting to all TB coordinators and year-end program implementation review was made during this year.

 

§  Control of  Diarrheal Diseases Program

 

This program aims to control and prevent diarrhea through the conduct of orientations/training to Barangay Health Workers and mother classes.

 

During the year, distribution of oresol and chlorine was made to the Rural Health Units and hospitals.  Close supervision and monitoring were also conducted.

 

 

§  Cardiovascular Disease Control Program

 

It aims to increase the level of awareness on cardiovascular disease through advocacy and information campaign.

 

During this year 2 meetings were conducted.

 

 

§  Provincial Anti-Rabies Program

 

The program addresses the treatment of the patient victims of dog bites through the provision of anti-rabies medicines.

 

During the year, a total of 222 persons were examined and 167 were given anti-rabies vaccines.   Symposium and advocacy were also made during this year.

 

            The program is an augmentation of the limited supplies of vaccines coming from the DOH, where the Provincial Government has appropriated budget for the Program in the amount of P400,00.00 for the year 2006 for vaccines supplies.

 

§  Provincial Male Reproductive Health Program

 

This program responded to the health care needs of the male patients.  A total of 4 Prostatic & testicular CA screening outreach were conducted.

 

During the year, a total of 90 patients were screened for prostatic cancer screening.

 

§  Provincial Eye Care  Program

 

This program aims to address eye illnesses such as cataract and pytregium.  A total of 708 eye examinations were made. 120 cataract operations and 51 Ptyregium operationswere conducted.
