The Legislative Agenda
A Legislative Agenda (LA) is a package of priority policies and legislative measures designed to support local development priorities, particularly those contained in the Executive Agenda (EA). It serves as a roadmap to guide the Sanggunian or the local legislative council in identifying, analyzing and formulating solutions to problems and issues requiring public policy action. As a list of prioritized ordinances and resolutions for enactment during a specified period, the Legislative Agenda (LA) can be used to focus the work of the legislature during its term of office, and to synchronize and converge legislative actions with the Executive Agenda (EA) priorities.
INTRODUCTION
THE LEGISLATIVE DEPARTMENT
The Office of the Vice-Governor is the head office of the legislative department. Matters related to legislation and all other administrative concerns within the jurisdiction of the Sangguniang Panlalawigan shall be acted by the said office.
The Sangguniang Panlalawigan, as the legislative body of the province shall enact ordinances, approved resolutions and appropriate funds for the general welfare of the province and its inhabitants pursuant to Section 16 of the Local Government Code of 1991 otherwise known as RA 7160. It shall also perform quasi-judicial and oversight functions in accordance with the enabling provisions of law.
The Office of the Secretary to the Sangguniang Panlalawigan, acts as the legislative department secretariat and technical support group which is responsible in documenting and safekeeping of the legislative actions of the Sangguniang Panlalawigan. Equipped with the mandated duties and functions as provided for by the Local Government Code of 1991 or Republic Act 7160, the Office has been the frontliner in facilitating the needed secretariat services in order for the Honorable Members to effectively and efficiently formulate legislative measures and societal agenda within their functional jurisdiction that shall ultimately redound to the benefits of Dabaonons. It likewise acts as a parameter guide in applying and monitoring the by-products of the Sangguniang Panlalawigan whether exercising its legislative and quasi-judicial functions.

THE LEGISLATIVE AGENDA
Is an area that is closely linked to the effective performance of public administration and its relationship to the private sector and civil society, characterized by the norms and accountability, transparency, equity and citizen participation. The following are the grouped and clustered sectoral thrusts:
- Ordinance appropriating funds for the development of Local Area Networking (LAN) to component Cities and Municipalities.
- Legislative order for the strengthening of the Legislative Information Management System (LIMS).
- Creation of the Legislative Action Plan.
- Activation of ordinance for the institutionalization of the Legislative Backstopping.
- Ordinance appropriating funds for the establishment of official SP Security Group under the SP Sergeant at Arms (per SP IRP).
- Ordinance appropriating funds for the free legal assistance program.
- Ordinance appropriating funds for free legal assistance in the Barangays.
- Passage of an ordinance restructuring office personnel for an assigned person to focus on the processing/titling of donated lands.
- Passage of an ordinance creating a division office (Quick Legal Action Center) to cater client who needs immediate legal actions.
Is an area that stresses the performance of executive or supervisory duties of the legislative department particularly the Provincial Vice-Governor for the effective delivery of public services. The following are the grouped and clustered sectoral thrusts:
- Ordinance implementing E-Governance within the Provincial Government of Davao del Norte.
- Resolution authorizing the Governor to reorganize the present organizational structure and staffing pattern of the Provincial Government of Davao del Norte.
- Resolution enjoining all the LGU's to observe the (Planning Guidelines) rationalized planning system re: JMC # 1, s-2007 of DILG, DBM, NEDA and BLGF.
Is an area that causes the approval of the legislative department of measures for the maintenance of peace and order, establishment and provision for the maintenance of a waterworks system for supplying water to inhabitants of component cities and municipalities, ensure that education is made available and accessible to the inhabitants of the province, adopt quarantine regulations to prevent the introduction and spread of diseases within its territorial jurisdiction, protection of the welfare of vulnerable groups in the community and the establishments of councils for the priorities of culture and arts and others. The following are the grouped clustered sectoral thrusts:
- Ordinance adopting the sustainable implementation of Children Welfare Code and Early Child Care and Development (ECCD) law.
- Resolution establishing the office of the Senior Citizens Assistance Desk (OSCA) Province wide.
- Ordinance adopting the Comprehensive and Integrated Delivery of Social Services and appropriating funds thereof.
- Intensification of Crime Prevention Law Enforcement, counter-insurgency, Fire Protection and Suppression Efforts by appropriating funds through an ordinance for the regular foodstuff, subsidy, office supplies, facilities, equipment and fuel/gasoline to AFP/PNP/BFP and other operating troops including the Cafgu Active Auxiliary (CAA).
- Adopting the Explosive Ordinance Device (EOD) law.
- Ordinance appropriating funds for the operation of the Public Health Prevention and Control Program and computerization of the Health Data Information System (HDIS).
- Ordinance supporting the operations, programs and services of District Hospitals and establishment of accessible low cost drugs and medicines and other health services.
- Ordinance adopting the Literacy Development Plan and appropriating funds for development of Alternative Learning Systems (ALS).
- Resolution for the support of the Moral and Spiritual Value Education (MRP).
- Ordinance appropriating funds for the rehabilitation of drug users and drug dependents.
- Ordinance appropriating funds for the Sports Development Program.
- Ordinance adopting the Integrated Area Community Public Safety Plan.
- Resolution for the re-opening of the Women Crisis Center and providing funds thereof.
Is an area that enhances the full implementation of economic, trade, commerce and other related programs which has progressive impact to local and national and international industries. The following are the grouped and clustered sectoral thrusts:
- Enacting the Provincial Investment Code and/ or Sustainable Economic Enterprise Programs and provision of livelihood and employment opportunities by strengthening the Small and Medium Enterprise.
- Strengthening the Cooperative Movement thru the provision of continous training/education and cooperative integration and adoption of the Cooperative Code (RA 6938).
- Ordinance Adopting the Tourism Development Plan.
- Ordinace appropriating certain amount for the production of crops, livestock and fishery.
Is an area that adopts schemes and policies for the protection of the environment and ecological balance in order to promote a better place to live with. The following are the grouped and clustered sectoral thrusts;
- Enactment of Environment Code.
- Ordinance appropriating funds for the operation of Task Force on Anti-Illegal Logging.
STRATEGIES
In realizing the Legislative Agenda (LA), the Members of the Sanggunian through its various committees which is guided by the principle of committee synergy will adopt the following strategies:
- ) Conduct committee hearings and committee meetings;
- ) Identify problems/needs of the province against its aspirations and propose the needed legislation in reference to the thrusts of the Provincial Government.
- ) Prioritize problems by sector with corresponding evaluation;
- ) Conduct periodic legislative performance evaluation conferences/ workshop;
- ) Attend sectoral conferences/seminars relative to the committees that a member handles;
- ) Conduct of regular consultations with the counterpart committees in the component local government units.
- ) Pursue a close working relationship and/ or consultations with the functional provincial government departments in order to thresh out the gaps that may arise in the legislation and implementation of government programs and projects.
IMPLEMENTATION STATEMENT
The Sangguniang Panlalawigan, in the exercise of its mandated functions, is committed to achieving development output of an executive-legislative-private sector partnership whereby the mission, vision or functional statement can be best achieved with. Central to the mission and vision of the Legislative Department is to pursue effective and efficient legislation that addresses the needs, problems and aspirations of the people in close coordination with the Executive Department being headed by the Local Chief Executive.
