The Executive Agenda
With the Vision of providing Quality life for all Dabaonons in Davao del Norte, Governor Rodolfo P. del Rosario has clearly outline the “RDR WHEELS”, as his strategic goals/development thrusts and directions in accordance with Section 16 & 17 of the Local Government Code of 1991 upon which all programs, projects and activities have to be conveyed on.
The “RDR WHEELS” traverse all sectors in the provincial government upon which all stakeholders' participation is indispensable for its realization.
Development Goals and Strategies
- Establishment of E-Governance in all offices in the Provincial Government and Component Local Government Units (LGU) for efficient and effective allocation and utilization of resources;
- Hiring of competent, highly skilled and professional personnel to carry out the “RDR WHEELS” Development thrusts;
- Synchronization of Plan Preparation
- Ensure sufficient and sustainable production of crops, livestocks and
fisheries within the limits of available resources;
- Promotion of sustainable tourism development which will focus on culture, nature and adventure;
- Strengthening of sustainable economic enterprise programs;
- Provision of adequate, efficient and effective infrastructure facilities and utilities.
- Strengthening the cooperative movement thru the provision of continuous training/education, and cooperative integration.
- Provision of livelihood and employment opportunities by strengthening the small and medium enterprises;
- Ensure sufficient and sustainable production of crops, livestocks and
fisheries within the limits of available resources;
- Promotion of sustainable tourism development which will focus on culture, nature and adventure;
- Strengthening of sustainable economic enterprise programs;
- Provision of adequate, efficient and effective infrastructure facilities and utilities.
- Strengthening the cooperative movement thru the provision of continuous training/education, and cooperative integration.

1. Institutionalization of the Provincial Environment Code of Davao del Norte Province.
To trigger further economic growth beyond the presently identified agro-industrial hubs, opening of new opportunities through accessibility and infrastructure support are of utmost importance. The determination to push for the opening of Tagum-Kapalong-Talaingod-Bukidnon Road and the conversion of Asuncion to Laak, Compostela Valley Provincial Road and its subsequent concreting will certainly increase the economic activities of the neighboring provinces making Davao del Norte as the main beneficiary and gateway.
While the province takes the above as the major infrastructure priorities, it will however continue to spend on the other roads and infrastructure projects which will also support and enhance the economic and social undertakings of its constituents, to wit:
- Construction/rehabilitation of farm-to-market and coastal roads;
- Upgrading and concreting of existing provincial roads;
- Conversion of provincial roads to national roads;
- Construction and upgrading of bridges;
- Rehabilitation of Provincial Sports Complex;
- Completion and upgrading of existing municipal and barangay sports
facilities;
- Construction of Legislative Building;
- Construction/completion of Barangay Halls, Health Centers and Day
Care Centers;
- Construction and completion of classrooms, Home Economics and
Industrial Arts Buildings;
- Improvement of DN-TLDC building;
- Completion/improvement of Municipal Halls and other government buildings,
structures and facilities;
- Upgrading/improvement of Provincial Government buildings, structures
and facilities;
- Construction/improvement/desilting of drainage canals and irrigation
systems; and
- Rehabilitation of major dikes
Development of Cooperatives is always equated to strengthening the cooperatives through capability enhancements, assistance to credit facilities and marketing, in order for them to become competitive, viable, strong and bankable institution of empowered Dabaonons, who will eventually bring honor and prestige in the area of small and medium enterprises and economic prosperity. To make this a reality in the next few years, the province will focus on the following:
- Trainings for cooperatives for capability enhancement, good governance, transformed leadership;
- Creation of a task force to undertake organizational, management and operational audit of cooperatives;
- Establishment of Coop Newsletter;
- Provision of credit facility assistance for start-up coops;
- Establishment of Emission Testing Center/Drug Test Center as a joint
venture of transport coops and the Provincial Government; and
- Institutionalization of Annual Search for Outstanding Coops and the
Cooperative Development Councils at all levels
Good Governance is a key to effective and efficient public service. With the core values of integrity, competence and commitment, indicators of good governance on transparency, accountability, reliability and timely delivery of basic services will surely take place. Making this a reality in the provincial government, it is paramount to put the right people in the right place and employing the recent tools on information technology in their respective work stations. This is one of the administrative priorities.
Equally important also is the maintenance of Peace and Order knowing that terrorism is no longer a distant catastrophic collaterals. The establishment of peaceful co-existence with political dissenters, pending political negotiations by the national government, is to be handled carefully. Yet, focus on lawlessness and other forms of criminalities should remain as top priority of the law enforcers.
In view of this, the provincial government will embark on the following:
- Real Property Tax general Revision
- Review and Reorganize the Provincial Government Organizational Structure and Staffing Pattern;
- Establishment of a Synchronized Management Information System for all provincial offices
- Revenue Generation and Resource Mobilization Program;
- Improvement of Provincial Government Center and Offices;
- Formulation of a Provincial Manual of Operation and Agency Risk
Management System;
- Formulation of an Integrated Area Community Public Safety Plan (IACPSP);
These basic public utilities can make or break the thrust for economic development either in the rural or the urban areas. Optimizing the available the water resources can help decrease the cost of water consumption, ensure an adequate distribution for industrial, commercial, household and agricultural use.
Sufficient Electricity likewise is another important business factor that needs to be ensured. This can be done by assisting these electric generating entities to upgrade their capabilities and to bring their services even to the farthest barangays.
To make these two indispensable public utilities sufficient to propel the province as the next investment site, the following has to be undertaken:
- Implementation of the Davao del Norte Integrated Water Resource Development
Project
- Construction/upgrading of potable water supply systems
- Obliging the existing energy provider in the Province to upgrade their
system;
- Energization of remote areas

- Establishment of Inter-Local Health Development System;
- Improvement of hospital facilities;
- Philhealth Para sa Masa Program;
- Sustainable implementation of Day Care Services Program
- Enforcement of Elderly Welfare Program;
- Enforcement of the Children Welfare Act and the ECCD Law
- Comprehensive and Integrated Delivery of Social Services;
(CIDSS) Program;
- Re-operationalization Women's Crisis Center; and
- Establishment of OSCA Desk
Economic prosperity does not mean wanton disregard of environmental protection/ rehabilitation. Economy will and can not succeed when environment is jeopardized. For this reason, the province, while trying to improve the economic standing of its constituent, will also implement programs and projects for this two-fold-thrusts, to wit:
- Sustainable upland development
- Cereals production (rice and corn)
- Diversified farming systems development
- Commercial and industrial crops production and development
- Fishery production and development
- Strengthening research and development
- Formulation of the Provincial Ecological Solid Waste Development
Management Plan
- Strengthening promotional support on tourism initiatives of the
component LGUs;
The Province aims to leave a lasting treasure to its youth through education. This can be realized through the Davao del Norte Scholarship Program. Alongside education for youth development is the Sports Development Program. The province hopes to accomplish by the year 2010, the grandiose plan to rehabilitate its Provincial Sports Complex.
- Formulation of Literacy Development Plan
- Provision of Funds for Alternative Learning System Program (ALS)
- Intensification of Scholarship Program and Assistance
- Provision of Teachers Health Care Program
- Kapaligiran ko, Pananagutan Ko Project
- Adopt a Student/Pupil Program
- SPED Program
- Promotion of Sports Development Program
- Creation of the Provincial Physical Sports Development Council
The province will intensify the implementation of livelihood programs and make available skills and development trainings to enhance the capabilities of the people thereby increasing their income-generating capacity. This can be by implementing the following programs:
- Animal development program;
- Vegetable production among rural households and schools;
- Fund sourcing and marketing assistance
- Provision of livelihood enhancement projects for rural based
organizations;
- Sustain skills development and training program
Above all, the spiritual and moral recovery of the Dabaonon people is the most important consideration. All works to progress must start with the right attitude of people for investments and development efforts to succeed. In the advent of modern civilization and globalization, the province is confronted with situations and circumstances that challenge the sensitivity and culture of its people and communities. Thus, there is a need to push for programs and projects that promote spiritual and moral recovery.
