“DEVELOPMENT is not weakening the strong but strengthening the weak.”

This old French adage has witnessed numerous legacies in pursuit of total development. Since the frequent approach to achieve and sustain development is quiet drastic, it has been proven that progress can be attained through unity and focused thusts of

stakeholders, that is, peoples’ participation in advancing a peoples’ agenda.

This Executive-Legislative Agenda that is anchored on the platform of government by the Provincial Governor popularly known as “RDR WHEELS” expresses the efforts to uplift the socio-economic status of the Dabaonon which is an indispensable component of Filipino peoples’ broader and bolder struggle for social transformation. In this endeavor, the Sangguniang Panlalawigan is so much honored to be a part not only on its crafting or formulation but to the continuous contribution of the Legislative Department in the course of its three years of implementation. Again, this document is an absolute manifestation of a strong partnership that encouraged and facilitated convergence of efforts among public servants and different sectors of the society.

As always emphasized by the present administration, good governance does no happen overnight. It is often a result of thorough and systematic planning and efficient and effective execution of plans that involve various stakeholders in the locality.

As head of the Legislative Department and regular Presiding Officer, I assure you that the implementation statement as enshrined in this document will be put into total action.
